The Hong Kong Jockey Club wished to create a racetrack at the Happy Valley racecourse so that it would be suitable for international race events. The extension and widening of the track involved relocating a public road and demolishing and rebuilding the Headquarters Building, the Raceday Stables and The HK Football Club on a phased basis. The extremely complex project was completed on schedule for the re-opening of the racecourse on 25th November 1995.

As an executive architect, L&O’s services included master planning, architectural design and interior design. Project procurement was by the application of the New Engineering contract using a design-build contract, with our services engaged by the main contractor and documentation via a service of packages to permit early approval and hence early commencement of construction. Other than a short closed period the racecourse was kept in continual operation. Close control of quality, safety and cost were required.
