Celebrating the Successful Completion of the Legislative Council Complex Expansion

The Legislative Council has successfully completed the main works for the expansion of the Legislative Council Complex, pioneering the use of the Modular Integrated Construction (MiC) method for extending an original public building in Hong Kong. This innovative expansion adds about 12,000 sqm GFA atop the existing roof of the High Block, creating new office spaces and essential facilities for Members and the Legislative Council Secretariat.

Leigh & Orange’s design, “Forward,” is inspired by the triangular footprint of the extension, symbolising a brighter future for Hong Kong. The expansion harmonises with the existing Legislative Council Complex and adjacent government offices, ensuring coherence within the Tamar Development while respecting the dignified and minimalist aesthetic of the government headquarters.

The office interiors feature a healthy staircase and a green common atrium, designed to foster collaboration and encourage vertical circulation through walking. At the opposite end of the offices, outdoor terrace planters bring greenery into the working environment, promoting health and wellness.

One of the key achievements in addressing the challenges includes minimising the impact on the existing Complex’s operations and reducing environmental nuisances during construction. By optimising the constructability of the expanded structure, the project team has enhanced productivity and shortened the construction timeline.
