Expansion of the Legislative Council Complex at Tamar
Central, Hong Kong, ChinaL&O’s concept, “Forward,” is inspired by the triangular footprint of the extension, which resembles an arrow pointing towards Victoria Harbour. This design symbolises the promise of a brighter and clearer future for Hong Kong.
The project added approximately 12,000 sqm of additional gross floor area atop the existing roof of the High Block of the Complex, including the entrance forecourt and the first-floor terrace facing Tim Mei Avenue. This expansion provided new office spaces and ancillary facilities for Members and the Legislative Council Secretariat.
The overall design of the expansion harmonises with the existing Legislative Council Complex, as well as the adjoining Central Government Offices and the Chief Executive’s Office. The design approach maintains the coherence of the Tamar Development while respecting the dignified and minimalist architectural language of the government headquarters.
The office interiors feature a healthy staircase and a green common atrium, designed to foster collaboration and encourage vertical circulation through walking. At the opposite end of the offices, outdoor terrace planters bring greenery into the working environment, promoting health and wellbeing.
One of the key challenges that L&O successfully addressed was minimising the impact on the operation of the existing Complex while reducing environmental nuisances in the surrounding area during construction. By optimising the constructability of the expansion structure, L&O enhanced overall productivity and shortened the construction timeline. Notably, the adoption of Modular Integrated Construction (MiC) accounted for 36% of the total expansion floor area, with MiC utilisation for the Members’ facilities in the L-shaped portion maximised to 71%.
